Cancelling contract

I have had bt broadband for many years and i am now cancelling the service and they are wanting to charge me £31 per terms and conditions this was not in the terms and conditions when i signed up, i have not used the service since august 16 as i moved out i am also going to cancel my contract from the renewal date why should i pay the charge.
